Description
When trying to opening a connection to the database, this error appears: "C:\Program Files\Quest Software\Toad for Oracle\User Files\LexLib.lxl was not found and is needed. Please contact Quest support."

Resolution
To switch from Norwegian, to English language in Vista, and from English to Norwegian again.
After doing this the error doesn't appear.
