Ability for a user with TC_ADMIN role to override check out by another OS User
Description

Team Coding is used with Code Control Groups but no third party Version Control software. Would like the ability for the Toad user or a user with TC_ADMIN role to undo check out, or check in an object that has been checked out by another OS User.
