Resolution
There is basic tuning functionality built directly within Toad for Oracle, however, it is necessary to launch the SQL Optimizer Standalone to do 'Advise Indexes'. This can be launched from within Toad using:
Database | Optimize | Quest SQL Optimizeror
click the dropdown next to the tuning button and select 'Quest SQL Optimizer'
