Toad for Oracle 10.6.1 is unable or cannot access or see all procedures and packages in the Schema Browser. The list is empty or blank. Functions, Tables, and some other tabs work just fine. SQL Developer is able to show the proc and pack with no issues.
Running the SQL Tracker trace results manually shows 'No Results' in both the Toad Editor and when 'Execute via SQL Plus' is used.
Connecting to 11g database. Client is 11g. Windows 10 64-bit.
Resolution

Upgrade to Toad for Oracle 11.6.1 or higher versions.
