Selecting "Formatter Options" does not go to Formatter options section; it goes to Online instead. (4290376)

When going to Editor | type any word | "Format Code" icon drop-down arrow | click on "Formatter Options" | it will go or land at "Online" section instead of the "Formatter" section.

In addition, after the above issue happens and the "Formatter" section has been clicked as well as go to a setting that usually invokes the Preview pop-up window, the Preview window will not appear unless the "Online" section is clicked again.

Issue seems to happen when a Toad Base Edition license key is used (happens on both old or new format base license keys).
