Why is the cancel (white hand) icon in the Data Grid grayed out during a query run? (4290369)

I'm running a long query that I like to cancel but I noticed that the 'cancel' icon (i.e. the white hand icon) in the Data Grid is grayed out.  Why?

The cancel icon in the Data Grid is actually for canceling data fetch in the Data Grid.  After query execution if you click on the 'Last Record' icon, it'll cause Toad to start fetching data.  At this point the cancel icon in the Data Grid will light up.  To cancel the actual query run, use the other white hand icon in the Editor tool bar.  See screen shot
