If you select 'Open VCS Version', Toad will prompt for a value of the variable, even tho the Substitution Variable Prompting option is set to 'None'. If you select 'Open Database Version', then you do not get the variable prompting. It's only when you select VCS version that the prompting option is not followed. It's assumed that the Substitution option should be followed.
Toad for Oracle also incorrectly recognizes the & character and tries to substitute variables which are art of comments.
