With Toad 11.6.1 Team Coding setup, only the option "Enable Team Coding for this Database" is checked and nothing else.
This means that everything in the database should be controlled; however, the Team Coding Viewer displays "Uncontrolled" status for all items.

WORKAROUND: The issue is with the wrong reporting of the status only. Objects are controlled and can be checked in and checked out.
STATUS: Waiting for fix in a future release of Toad for Oracle.
