Description
Copy/paste from the windows clipboard generates the error:
“Cannot open file "C:\Program Files\Quest Software\Toad for Oracle 11.6\TOAD.LIC".
The process cannot access the file because it is being used by another process.
Whenever I try to copy/paste from the windows clipboard, no matter from/to any application/program, the data that is pasted is the following.Re-booting the desktop and it does not have an impact.
2.6 Message : Cannot open file "C:\Program Files\Quest Software\Toad for Oracle 11.6\TOAD.LIC". The process cannot access the file because it is being used by another process.

Resolution
WORKAROUND:
When trying to copy something to paste on another window, and instead the "Eureka Log" was pasted:
1. Cut and re-paste the source text.
2. One should be able to paste the correct text in the other window.
3. This time, re-booting again clears the problem.
