If Toad is installed on a terminal server, a non-administrator cannot connect to any of the database schemas listed unless an administrator has already opened a Toad session.
In spite of "Full Control" permissions being applied on TOAD.EXE, the Oracle directory and all its sub-folders, to the security group that has access to the application.
