Rename your connections.ini and Toad.ini, By renaming connections.ini, Toad will create a fresh connections file, this will clear all your connection settings, similarly toad will regenerate new configurations settings files when toad.ini is renamed.
Steps to rename:
1. Exit Toad
2. Locate the connections.ini and toad.ini file within the Toad home directory (location C:\Program Files\Quest Software\Toad for Oracle(latest/current install) \User Files).
3. Right click on this and select rename - rename this to connections_OLD.ini, toad_old.ini
4. Restart Toad and retest the issue
