Desktop, Inconsistencies between PLSLQand SQl desktops, (4260828)

Before, opening a PL/SQL file (*.pks) the desktop version would be PL/SQL, the Navigator would be expanded and the data grid would be collapsed.
When opening a *.sql file, the desktop would be SQL, the Navigator would be collapsed and the data grid would be expanded.  In Toad for Oracle 12.0, this doesn’t seem to be happening every time or doesn’t seem to remember after closing a PL/SQL tab and switching to a SQL tab.
