Cannot see all users in schema browser user tab.
Description

Can login to database but do not see the various other users/schemas. Works on previous version 9.2.
Getting error "identifier 'DBMS_Utility' must be declared" when log in to Database.
Resolution

Please have your DBAs granted the execute on dbms_utility to the user or Role that are granted to users.
