The size (precision) and scale for DECIMAL data type when using the Add Column wizard from Schema browser is disabled.
Cause

Product defect.
Resolution

WORKAROUND 1
From the "Add | Column" wizard, choose NUMBER type instead.
WORKAROUND 2
Choose Alter Table | Add Col | Specify DECIMAL as Data Type | Choose Precision and Scale.
STATUS
Waiting for fix in a future release of Toad for Oracle.
