Dialog boxes are opening behind their parent window making it look like Toad is hanging (4242141)

I am having an issue where dialog boxes are opening behind their parent window making it look like Toad is hanging. It does not happen everywhere, in fact, it only appears to be happening when the dialog box should be the third Toad window. Either the third window opens in the back, or the second window stays in front. Also, the 2nd window (the one that stays in front of its child dialog box) will stay on the front of my screen, even when I switch to a different application (email, MS Word, MS Excel, etc).

WORKAROUND #1:
Drag the window that needs to be worked in to an area where it can be used. Alt+Spacebar can also be used to move the window.

WORKAROUND #2:
1. Open Windows Task Manager. 
2. Select Toad in the "Applications" tab.
3. Click on the "Switch To" button.

STATUS:
Waiting for the fix to be released in a future version of Toad for Oracle.
