DBMS_TRANSACTION not used to determine if commit reminder is required (4240476)

Even though the VIEW | OPTIONS | Startup - 'Check for access to dbms_transaction to prevent unnecessary Commit reminders' option checked, the user would still be prompted with a confirmation message.

Example: "Confirm - Auto Commit is disabled and USERID@ENV may have transactions. Do you want to perform a commit before closing this session?" even though the user has access to DBMS_TRANSACTION.
