When I enter my username and password, when I am scheduling an action, I get a "(20,8):LogonType" error .
Incorrect username and password is being entered.
Make sure you are entering your Window's username and password and not your database's username and password. Since you are scheduling the action, Toad needs your Windows' username and password to schedule it in Window's Task Scheduler.
