Quoting mechanism q '[]' ends with error 'ORA-00933: SQL command not properly ended'

In Toad version 16.0, the following statement doesn't run using F5 (error 'ORA-00933: SQL command not properly ended'), but does run in SQL*Plus.


Steps:

1. Copy/Paste the statement into the editor:

select * from dual where dummy = q'[]';
select * from dual where dummy = q'[]' and dummy = q'[]';

2. Press F5 - the error appears
3. Go to Editor | Execute via SQL*Plus and it works.
4. Go to Editor | Execute via TSR - the error happens here also

5. Switch the lines of the original statement around and paste in new editor:

select * from dual where dummy = q'[]' and dummy = q'[]';
select * from dual where dummy = q'[]';

6. Press F5 - the statement runs in Toad (and SQL*Plus and Toad Script Runner (TSR))
