User unable to see stored procedures in the Schema Browser, but is able to select them from the Editor window.
The Schema Browser will query the database dictionaries to see what objects (including stored procedures) owned or visible by the user logged in. However depending on how the option "Check for access to DBA views" is set, Toad will query either the sys.all_objects, dba_objects, or user_objects tables. If the user logged in does not have access to view one of these dictionaries, then the objects may not be displayed in the Schema Browser.
Launch Toad and go into Toad's View | Toad Options | StartUp and check or uncheck the box for Check for access to DBA views. Then shut down Toad and retest your issue.
