Yes, connections.ini files taken from versions 8.0, 8.5, or 8.6 will work in version 9.0.
1. Closed Toad
2. Move the connections.ini file from version 8.x to version 9.0 (Toad for Oracle\User Files directory).
Note:
The folder that the connections.ini file is located changed between versions 8.0 and 8.5, so make sure it is in the correct folder, as listed above.
