Tools | Reports | Data Reports. Unable to write a SQL statement to 'call' a SQL file.

Tools | Reports | Data Reports | click ‘Next’ | text area to write a SQL statement. Unable to or cannot write a SQL statement to 'call' a SQL file. The SQL fails or errors out. It is not supported.
Tried the SQL below and it does not work:

@ "C:\customer query.sql"
and
@ C:\department_query.txt

The reason for the need to write a ‘call’ SQL statement instead of using the ‘Open existing file’ icon is because the file contents change all the time. So a fresh read is needed every time the Report is accessed. If the ‘Open existing file’ icon is the one used, it will read it right there when the Report is created, and it will permanently use or store that 'first' read for subsequent uses of that Report.
