Schema compare generating bad ddl

User was comparing schema WF57PU (test) to schema WF57PP (prod). (DDL on attachments)
A new column was added to the end of WF57PP.STG_APPL_AG_MTH.
All the RI(Reference integrity) was dropped and recreated in the TOAD script that was generated.
Really just an alter was needed (see Quest script).
When the RI was recreated in the TOAD script, it was not recreated correctly.
For example:
DM_WORKER is in schema WF50PU (test) and WF50PP (prod).
There is a foreign key to DM_WORKER.
Compare is not able to handle the fact that DM_WORKER is in a different schema.
If the schema for parent and child are within WF57PU/WF57PP, then it is able to recreate the ddl correctly.
Here is the ddl for this foreign key:
