Cause
Per Toad Development Team, Toad for DB2 has been shipping with a “DB2 Client” and a “DB2 Connect Personal Edition” license that allows connection to DB2 on z/OS.

Resolution
The “DB2 Connect Personal Edition” License is included and enables the “DB2 Client” the ability to connect to DB2 on z/OS.
Without the “DB2 Connect Personal Edition” License, users will be able to connect to DB2 LUW, but not DB2 on z/OS.
The “DB2 Client” allows connection to DB2 LUW only out of the box, and if “DB2 Connect Personal Edition” License is installed, it will also allow connection to DB2 on z/OS.
