User is altering user permissions via Object Explorer. He selects stored procedures (or functions) and selects Add option to grant procedure to user. Toad displays all procedures including the ones that have been already granted. When adding tables to user grants, Toad only shows tables that have not been granted to user as of yet.
Any object that the user (or group) already has permissions for should not show when trying to add object.
