Export from SQL Server to Excel works incorrectly when settings are in German (4334337)

Steps to reproduce the problem:

1. Set the regional settings to German

2. Execute the following Statement on a SQL Server Database:
SELECT 1.111111111111E-10 val
UNION ALL
SELECT 2.111111111111E-10 val
UNION ALL
SELECT 3.111111111111E-10 val

3. Click on "Export Excel to an Excel instance"
-> the export file contains the following values  111, 211 and 311 and not the correct ones
