The DataDirect ODBC driver needs to be licensed for the appropriate database platform. This error can appear on other db platforms as well. This is not a Toad issue.
Please purchase the appropriate license from DataDirect or use a different ODBC driver. Per one user report, and IBM 64-bit ODBC driver worked in place of the above driver.
