User cannot view foreign characters in Toad Data Analysis.

Resolution
1. Go to your Windows Regional and Language Option. On XP it show be Start | Control Panel | Data, Time, Language, and Regional Options | Regional and Language Option.
2. Select the Language Tab and check the following.
- Install files for complex script and right-to-left languages (including Thai.)
- Install files for East Asian languages."
3. Reboot your PC.
4. If working with Oracle it does not hurt to set NLS_LANG to AMERICAN_AMERICA.UTF8 but this is not vital.
