User tried to do a right click, Open a file ddcs400.msg from C:\Program Files\Quest Software\Toad for Data Analysts 2.7\SQLLIB\bnd\ and got an error:
'Cannot open the file: C:\Program Files\Quest Software\Toad for Data Analysts 2.7\SQLLIB\bnd\ddcs400.msg The file may not exist, you may not have permission to open it, or it may be open in another program.
Right click on ddcs400.msg , select Open with , select NotePad
