Toad Data Modeler installation error: "This installation package could not be opened..." (4325570)

When trying to install, the error message below is shown:

"This installation package could not be opened. Contact the application vendor to verify that this is a valid Windows Installer package."

RESOLUTION 1:

Please check if you logged in as local admin (having local admin rights).
Logging in with the local admin account should solve the issue.

RESOLUTION 2:

Download Toad Data Modeler again using a different web browser i.e. Firefox, Chrome, etc. (clear your web browser’s cache / temp internet files as well). Download it to your “Desktop” location and run it from there as well.

RESOLUTION 3:

Disable real-time protection by antivirus software (or any other antispyware software) for long enough to do the installation?

It could also be an outdate MS Installer (Microsoft issue):
