If at some point your licensing module reports that the license information could not be retrieved, use the following guidelines to determine why this is happening:
If there is a problem with the service starting be sure it is configured with a user account that is a member of the Local Administrators group on the server in which the service is being installed to. This account must have Local Administrator access to the Operations Master server, as well as access to the Internet.
Licensing information could not be retrieved because one or more of the Update Services was unable to access the Internet. The Update Service must be able to connect to the Internet in order to retrieve licensing information.
If a proxy server is being used, be sure that the Update Service has been configured to use the proxy service. Also check to make sure the Update Service as not been excluded.
Make sure that the Update Service can get past the Firewall.
If there is any Web Content Filtering software, make sure that the Update Service is not blocked.
If all else fails, log in as the Update Service user and manually attempt to access the Internet.
Once the issues are corrected, restart the affected Update services.
