Description
When doing migration in stat, the application designer compare report is showing differences in particular language. It's display the upside down question mark.

Cause
Stat db contain different NLS_CHARACTERSET from Peoplesoft dbs.

Resolution
Make sure that the NLS_CHARACTERSET for source, staging, target and stat db are the same.
