Changing migration order of form to 999 still continue to be 1st object migration
Description

I have a CSR with 65 objects, and have changed the "Mig Order" column on a form file object to 999, but it’s still continues to be the first object migrated.
Cause

Migration order does not work with multi-nodes. However it does work with share appl_top or single node.
Resolution

WORKAROUND:
Create separate archive set if form file need to migrate last
