The following error occur when trying to migrate request set:

Error loading seed data for FND_RESP_FUNCTIONS: APPLICATION_SHORT_NAME = PO, RESP_KEY = MMD_PURCHASING_SUPERUSER, RULE_TYPE = M, ACTION = , ORA-01403: no data found
The error was caused by a menu exclusion on the MMD PURCHASING SUPERUSER responsibility which had an error in the setup (somehow the field was blank for the menu item).
