No email notifications from STAT and nothing get written into the MERC_EMAIL_QUEUE
Cause

X server frame buffer didn't start after reboot.
Resolution

If your stat central agent is on Unix then do this:
export DISPLAY=localhost:0.0

Make sure that x server frame buffer is running
