When adding a file object. All the environments file locations are presented. (4268940)

In Stat version 6.1 when adding a file object to a CSR, file objects from all file locations for that environment are presented as source objects.

In previous versions:

1. If an object existed in the default file location, only that object was presented
2. If an object did not exist in the default file location, then objects from other file locations of that environment were presented

From Stat 6.1 Admin Guide:
To set source file locations for an environment: (Optional) Select Default Path if you want this to be the file type’s default source file location. This is where Stat will copy file objects of the selected type during a migration. Each file type must have one of its source file locations designated as the default.
