"PLS-00201: identifier 'SYS.DBMS_SQL' must be declared" error when executing the original sql. "P (4229314)

When executing a query, the following error is given for the query under Status column.

It is a vaild query. No optimization was previous done. But even if optimizing first (and able to optimize without any problems), then trying to execute, the same error is given. Explain plan runs without any problems.

This is still an issue if trying test with SELECT * FROM DUAL;

Reinstall does not help.
