Unable to start SQL Optimizer. It hangs at the splash screen. -
Description
Cannot start SQL Optimizer. It hangs at the splash screen. It also cycles 3 times (starts and closes) by itself. The Task Manager and the Alt + Tab functionality also show a task named "Drop Plan Table" or "Create Plan Table", but there is no window for it.
