Questions:
Is the “collect for reporting” column ignored if the “collect in background” shows ‘not collecting’ ?
Do we have to have “override..” box checked if we want to collect for reporting only ?
What is the best way of addressing that so that he can have SQL Analysis for reporting only ?
To understand the collection scheduling take into account what the different schedules achieve:
•Background collections are written into the playback database, and are used by Spotlight when in “Playback mode”. SQL Analysis cannot be configured to automatically collect in the background. Therefore, when you visit the SQL Analysis drilldown in playback mode, you will see the message “SQL Analysis data is not available in playback” along with a recommendation of viewing the SQL Analysis workload report.
•Reporting collections are written to the SSR database. This database is used to generate reports. By default, data is collected once every six hours and kept for 30 days.
•The collections are run independently, in so much as a collection can be run for reporting even when the background collection is turned off.

No, it’s independent of the “collect in background” settings.

No, SQL Analysis by default collects for reporting, but not for playback.
