Sometimes this results in the OOPCollector rejecting a new connection because it already has one of the same type and identifier. This can cause the connection to get into a situation where the DS wants a new connection to be made but the OOPCollector keeps refusing to do that because it has already done so in the past. To fix this the OOPCollector should be changed so that when a new connection is requested but it already has one of that type and identifier it should close the existing connection if it is open and create a new one to replace it.
WORKAROUND
Restart the Diagnostic Server.STATUS
