Cause

Issue to due to Internet Security configurations in Windows 2016 Data Center
Resolution

From your Internet Security settings:
1. Added about:security_Spotlight.exe to Trusted Sites
2. Lower the security level for Trusted Sites to Low
3. Lower the security level for Local Intranet to Low
4. Lower the security level for Internet to Medium
Additional Information

Note: Try disabling the IE Enhanced Security from the Server Manger
