Resolution
Provide alert<SID>.log to Oracle Technical Support to confirm.
Upgrade to Oracle Database Server version 10.2.0.3 which contains the patch for this bug.

x$ksxpia is a specific cluster view to see which cluster manager Oracle is using or to determine what IP address was picked for the cluster interconnect.
