The user ID that is created has been given the db authority. Can we create another ID and can we give it another limited authority?
Refer the attached document which contains the list of required Spotlight objects, roles, and privileges. If you don't want the Spotlight user to kill other sessions, to modify system parameters, then you can revoke the "alter system" privilege from the Spotlight account. This is available as an option when going through the User Wizard to set up the Oracle user .
From the on-line help:
Select any table Select this check box if the user is to be able to generate explain plans for SQL statements created by other users.
Alter system Select this check box if the user is to be able to issue trace commands and kill sessions.
It is possible to limit the Spotlight user permissions for some users by creating two Oracle users for use with Spotlight: one with the privileges, and one without the privileges. Then create two Spotlight connection profiles and distribute to your users appropriately (see screenshots attached).
