Description

Running the Oracle User Wizard to create the Spotlight user gave the following error:

The Spotlight User Wizard has encountered and error. An error was reported for table "MakeXViews" in connection "<your_database>."

The error is:
ORA-04021: timeout occurred while waiting to lock object SYS.UTL_FILE
ORA-06512: at line 164
in table MakeXviews

I also got the same error running the script directly on the production server.
Cause

SYS.UTL_FILE is currently being used by another Oracle process so Spotlight can't access it.
Resolution

Check to see what process is locking up SYS.UTL_FILE on your database and resolve that lock before proceeding. If you don’t have means to check, try to install the Spotlight User after hours or when database activity is low.
