Why do the Spotlight User installation scripts drop SYS.EXECUTE_IMMEDIATE and SYS.BUILD_XVIEW when Oracle 11gR2 do not contain them?

The Spotlight user creation script, install_post11gR2.sal, has DROP statements for SYS.EXECUTE_IMMEDIATE and SYS.BUILD_XVIEW.
