The error was raised by "SpotlightLauncher" please try the following steps:
1) Close Toad and Spotlight
2) Rename this key to a backup key name:
HKEY_CURRENT_USER\Software\Classes\VirtualStore
3) Try to launch Spotlight from Toad again.
If still get this error, please try
4) Close Toad and Spotlight
5) Rename this key to a backup key name:
HKEY_CURRENT_USER\Software\IBM\DB2
6) Try to launch Spotlight from Toad again.
