Cause
Conflict between Space manager with Toad for Oracle 9.0.1.

Resolution
Unregister the QuestLicenseManager.dll
Steps to unregister the QuestLicenseManager.dll:
1. Open a command prompt in the folder where Questmanager.dll is located.
2. Run regsvr32 command. In this case C:\Program Files\Quest Software\Toad for Oracle\Tuning Lab>regsvr32 /u QuestLicensemanager.dll
After unregistering the dll, user is able to launch both Space Manager and Toad for Oracle.
