This issue will be fixed in future release of 7.6.3.x.
WORK AROUND:
Add the following line to the file under prod dir/data/product-users on source and target:
splex_level_three:BfIVjpW4I4XGA
For example:
/splex/opt92> cat data/product-users

#
# Where <role> may be one of the following:
# administrator - The user has full control

"Remove log compare all" also does not remove files from target with this issue.
