Unable to start sp_cop due to new license not getting added to paramdb
Corrupt paramdb
Make sure that the CPU or Host ID for the failed license system correct as per the permanent key by running vardir/install/splex_uname. Note that the Host ID matches the license key, see license below (SP_SYS_LIC_2160152863).

1) backup current paramdb to extract key params
2) Copied paramdb from one of the working ports vardir/data directory
3) Preserved the working license key parameter on the copied paramdb

4) Copy the owner, login, tport and uport parameters from the bad paramdb file

NOTE: If there have been other modified parameters, be sure to copy those params as well.
5) made sure that permissions and ownerships are correct

NOTE: If you check whether the license is valid by running prodir/install/splex_get_key, it will still show an invalid license. This will get refreshed after cop is restarted, below.
6) start cop
