You can confirm the issue by going to \Program Files\Quest\Secure Copy 7\ , find the SecureCopy.ssd file and open it in Notepad.
If the file is empty, this is the reason the software isn't opening.
This file stores all the information regarding the copy jobs, including the defaults, and the software cannot open if the file is invalid.
The preferred way to fix this would be to delete the existing file and restore a recent backup.
If you do not have a backup, the settings will be lost.
If this is the case, you can delete the file and open Secure Copy.
A new file will be created once you open the software.
Job settings can be restored from within Secure Copy if you have previous log files.
Open Secure copy, go to "Logs and Reports".
The logs should show as orphaned, right-click a previous log file and restore job settings.
This will bring the job settings back from the state they were in when this job was last run.
