There is no files in SYSVOL folder after recovery.
If one or more DC in the domain cannot be restored from backup, then on the rest DC’s in this domain SYSVOL cannot work after the forest restore is finished.
WORKAROUND
Perform the restore using different backups - the backups used for the restore were not healthy.
